- - - - Purpose
        To establish and maintain the conditions for normal civic activity and responsible government.
      - Fundamentals
        
        Unity of Purpose
        Military and non-military agencies must be linked, with coherency of action. Ideally, this will be articulated in the comd's intent by way of a unifying theme (or purpose). Reflects the comprehensive approach.
        
        Effective Synchronization with other Tactical Operations
        An imbalance of resources towards one type of tactical operation will preclude long-term success.
        
        Legitimcy
        Operations must be legitimate in terms of meeting campaign objectives, and they must be seen to be by the local populace. A well-planned Info Op will be required.
        
        Effective Coordination and Synchronization of Indigenous Security Infrastructures and Forces
        Conduct of tactical stab ops will be in conjunction with ISF; and, act as a training venue for the indigenous forces. This synchronization and coordination with ISF, the reason for it and the limitations to , and the limit of their capabilities must be understood at the lowest levels.
      - Definition
        Tactical operations conducted by military forces in conjunction with other agencies to maintain, restore and establish a climate of order within which responsible government can function effectively and progress can be achieved.
    - - (3) Support to security sector reform (SSR)
        Flows from strategic direction, and will require an operational-level plan that will incorporate the roles of multiple agencies addressing the various aspects of the entire security sector.
      - (4) Support to civilian infrastructure and governance
        Information operations tasks; they seek to influence the populace by providing long-term benefit and stability. Comds and staff are responsible for identifying and assessing these requirements. May include reconstruction (or establishment) of essential civil services and infrastructures: provision of water, medical assistance, roads, ports and airports.
      - (2) Support to disarmament, demobilization, and reintegration (DDR)
        Relies upon strategic direction and detailed OPLANs. Multi-agency endeavour, but the military forces will have a key role to play, particularly in the early stages. May apply to military, police, and para-military forces, but most likely to insurgent groups, criminal gangs, private armies, etc.
      - (5) Assistance to other agencies
        Within the JIMP framework, there will be agencies operating that may require military assistance. Provide transport and security provisions to NGOs. Must be clearly linked to the info ops to ensure a unified message and effect are created. Must also be inline with op and strat objectives.
