Understand The Business
Project managers must be able to describe the business needs, the rationale and the vision of the information system to be built.
PMs and BMs work together to draft the vision for the project, some high level features that the information system must satisfy, and how the proposed system will solve business problems for the users from the business point of view.
It is also important to define the success criteria that will be used to measure project success to ensure that the expectation is clearly understood.

Before initiate the information system solution, it is important to consider whether the solution is technically feasible and has management support with enough budget to complete.
PMs also want to understand other factors that may effect the proposed project as well as risks & issues that must be resolved.
