-Make sure planes safely land and departure, by sequence (a special/specific order)
-Makes sure that the runways are separated, to insure safe landings, and departures.
If landing or departure is not safe, the Local Control can contact the aircraft, and they will re-sequence the landing, or departure. This is all about safety.
