The Senate is probably also the part of the Senate that has more authority.
The Senate gets to look over the bill.
So now lithe whole house votes on the Bill instead of just the committee.
They basically debate whether or not it's useful, what the law entails, and how it works.

I assume the House of Representatives Committee is like the part of the House of Representatives that has more authority than the others.
Basically, the new Bill is shown to the House of Representatives.
