Offer voluntary redundancy to interested
Possibility of this backfiring as some-most employees may not want to take it voluntarily
Possibility to open redundancy to other employees
Accommodate employment opportunities in another division
Are there other positions available though?
What is the cost benefit for this when you consider training etc...?

Avoid personal matters outside the office environmment
Is this a restriction of personal freedom? Some employees may not like this.
Introduce company update announcing the lay-offs
This contradicts the decision in Scenario 1
