4 steps process:

- Collective agreement is lodged & certified by IAC

Dispute resolution: if cant reach agreement employer/trade union can ask for conciliation assistance from MOM

4 steps:

- conciliation reach deadlock
- Union initiates industrial action
- Minister direct dispute to IAC(dec in IAC is FINAL)
dispute may be submitted for COMPULSORY arbitration when directed by MOM/ President for public interest
Collective Agreement:
