Hemp was banned in the 1930s via a bill that prohibited the commercial and recreational use and distribution of materials containing THC. This applied mainly to marijuana based on it's tendencies to be abused as a drug, similar to alcohol. Hemp being a close cousin to marijuana strictly because of it's sheer presence of THC alone, however minimal, contributed to it being outlawed.

Virginia is one of 10 states involved in growing hemp for research, Kentucky being the number 1 contributor as far as college based support behind industrial hemp. VA schools involved include JMU, VSU, UVA, and VT; each school involved having a particular interest of study.
