The cost of the shelter to be produced should be between 500-1000. There are ways that could be lowered (such as producing family sizes instead of two separate).

The shelter has to be safe enough for the homeless to live in without having to worry about safety issues of the product such as someone breaking into it to steal their belongings.
There also has to be safety precautions for the homeless because incase they are victimized by assault. (assaults commonly happen whilst they are sleeping) so they need protection from that.
The shelter can't take up too much space because it will draw too much attention to it then they might become a victim of a crime.

aesthetics
It has to appeal to the users. It can't be black or be made of only glass like materials because in the summer it will get extremely hot, then they would have to store it in a specific environment.
