    - - If Council decides not to invite negotiations or negotiations fail, Council decides either to do a preliminary examination of the matter itself or appoints a Committee to do so (Article 6)
        
        Written Proceedings: Parties entitled to file additional pleadings, reply and rejoinder (Article 7)
        
        Investigations: Council may decide, after hearing the parties on the question to have an enquiry carried out or obtain an expert opinion (Article 8)
        
        Proceedings
        
        Decision on the merits: Council gives a decision on the merits (Article 15).
        Decision may be the subject of an appeal to an ad hoc tribunal or iCJ (Article 18)
        
        Discontinuance: If applicant is not going on wiht the proceedings, Council may record the discontinuance (if respondent State has not taken any steps or does not object)
        
        Outcomes
        
        Default: If one party does not appear or fails to defend the case, Coucnil decides whether to find in favour of the oter party (Article 16)
        
        Evidence: council decides on: -Time limit for additional written evidence (including testimony of witnesses and experts )or whether to receive oral testimony - whether to call witnesses or experts to give testimony at an oral hearing (Article 9)
        
        Negotiations At any point during the proceedings the Council may decide to invite the parties to engage in negotiations. Council decides on a time-limit for the negotiations and may designate a conciliator
        
        Arguments: council decides on time-limits for parties to prsent final arguments to the Council in writing. Council may decide to admit oral argument (Article 12)
