DO WE TRY TO FIT POLICY WE WANT INTO TRADE AGREEMENTS - can end up trying to shoehorn all aspects of public policy into trade. Do we want our proposals to restrict policy space, but in the name of sustainability goals?
Sierra Club work on climate and trade. Several different approaches inside their paper. a) Change trade rules to protect climate policy; b) use deals to include climate protections - enforceable commitments on climate in the trade deals... More precise than other papers. Still takes the decision to add good things into trade agreements. Ben and others are not sure if this is the right approach. 1) DOES FOCUSING ON ONE THING LIKE CLIMATE MAKE SENSE, AND THEN STITCHING IN OTHER THINGS, OR TRY TO GET EVERYTHING ON TABLE AT ONE TIME; 2) ARE POSITIVE OBLIGATIONS GOOD - TRADE REGIME IS MOST ENFORCEABLE BY FAR?; 3) EQUITY - DIFFERENTIAL APPLICATION OF POSITIVE OBLIGATIONS TO DIFFERENT COUNTRIES, AND PARTICULAR COMMUNITIES
