When IO, D appears before MC with matters relating to bail, public funding, prelims. Then sent to CC pursuant to s51 Crime and Disorder Act 1998 (CDA).
Either way; MC/CC. To decide which is appropriate, D must indicate a plea in a/c with s17A MCA 1980 'plea before venue hearing'
