How the policy works
Launched in 2003
Applies to everyone driving in the zone between 7am and 6pm except on weekends
If not paid the driver is fined
Local residents get a 90% discount
Disabled cart owners + 'nonpolluting' cars get 100% discount
People can pay bills online, by telephone, or in advance
Evaluation
Positive
Brought a significant sum of money to government (1 Bn pounds)
Traffic has decreased by 21%
Traffic km have been reduced from 1.2 bn to 1 bn
Significant increase in use of public transport
Better as business environment/living environment.
Negative
Average traffic speed decreased by 3%
Pollution levels remained the same
Scheme only applies in Central Londen and never reached beyond that
Congestion increased by 6% (due to roadworks)
Some embassies refuse to pay (total 63 bn pound of non-paid fines)
Recent changes
Zone covered West End + the City
Extended westward in 2007
Included Bayswater, Notting Hill, Kensington and Chelsea.
Extension was reversed in 2011 due to resident protests
