Key Features of Risk Management
Risk management is more than just a process on paper
Risk management culture needs to be embedded from top executives down
Process is loosely defined in international/Australian standards
"OHSM systems are not well-defined" (Robson) yet universally, OHSM systems have 16 key primary elements
HAZARD IDENTIFICATION RISK ASSESSMENT & CONTROL (HIRAC)
Can vary depending on which industry it is written for
There are 6 categories, which form a hierarchy of risks
Elimination
Substitution
Isolation
Engineering
Administrative
Personal Protective Equipment (PPE)
Victorian safety authorities consider PPE the last resort in risk management
SAFE WORK METHOD STATEMENT (SWMS)
A procedure which outlines the correct and safe process for working on site and, where applicable, safe operating procedure (SOP) for using specific equipment.
Site and job specific, usually required to be signed by all attending the site
Certain construction sites require contractors to submit a WMS regardless of the work being conducted
JOB SAFETY ANALYSIS (JSA) a.k.a Job Safety & Environment Assessment (JSEA)
Aim to make those headed to site/out of the office aware of the risks and hazards
Similar to the SWMS, it is site and job specific
It is more a list of risks and mitigation tactics than the SWMS
RMS is not just one document outlining a philosophy of safe working practices, it outlines the risk and how the author/s proposes to mitigate these risks
RMS includes;
Risk philosophy
Risk assessment process and tools
Risk assessment relevant to task
Quality control of RMS and associated documents
Explanation of JSA/SWMS/HIRAC
Risk is similar to sustainability, it considers environment, society and finances.
Risk management is a juggling act, which requires an calculated and educated decision in how to mitigate risk as '
reasonably practicable
