In a last ditch effort to prove his point, Eliezer calls upon the voice of heaven, and when it confirms his perspective, Rabbi Joshua responds with "Loh ba shamaim hee", meaning it is not in heaven. This line from the Torah was used by Rabbi Joshua to convey that at one point God had authority over the law, but now it is not anymore and it is in the hands of rabbis. God deteremined the law for us in the begining and sanctifyed it, however we now have the true authority as the people, to interpreret and develop it.
