It identifies the methods of safe operation, the organization culture, the facility inherent risks, and its operation

WorkSafe Victoria is authorised to assist the operator over the 90 days once the Safety Case Outline is submitted
OTHER FACTORS
Safety Case Coordination
Coordinated Safety Cases must be required by WorkSafe if there is any risks concerns during the operation of MHF
Coordinated Safety Case requires consultation due to developing process complexity; it can be provided by WorkSafe
Draft Emergency Plan

In case of not complying with MHF regulations, the Safety Case Outline needs consultation and the other tasks has to comply entirely

Safety Case Outline Size
According to WorkSafe Victoria regulation, the safety case outline should be 12 to 20 pages long, not including reports for supporting such as draft emergency plan

CRITICAL SUCCESS FACTORS
The operator is complied with the safety duties under divisions 3 and 5 of part 5.2 of the OHS Regulations
The operator has the ability to operate the facility safely,
based on regulation 6.1.3(1)(b)(ii).
