Better developed state attracted more migrants
Because of cheap labour in Manufacturing and Construction sectors
General perception that outsiders are snatching away jobs
State govt should provide for Reservation in this also?
Pathetic Conditions

Long working hours, no OT benefits, No leave, No social protection
They stay in makeshift huts on roads, slums and in Illegal settlements
They go home once a year: They are neither able to save much to improve their conditions at native places, nor save enough to live comfortably here
Acts enacted
Inter-State Migrant Workmen Act : migrant workers are legally entitled to all their basic labour rights such as
-wage payment, regular working hours, working/living conditions, taking care of health and education of their children
State govt from where workers migrate are supposed to issue license to contractors, register and monitor the living conditions of workers in migrant states

Concerns/ Way out?

Enforce all labour laws for migrants to prevent segmentation in labour market, to weaken unfair competetion between local and migrant labour
Why attack on Migrants?

Unemployment and the fear of the locals that the migrants are snatching away jobs.
Social media and the spread of fake news virally.

Youth not interested in agriculture.

Insider and outsider syndrome.
Migrants staying away from families for longer time, with its inbuilt social implications.
Migrant workers are willing to work at cheaper rates, when compared to native workers.
Technological interventions wiping out several jobs.
Parochial political environment.
