Incentives and policies
Risk management strategies are expected at certain levels of responsibility, but if it is something that is better understood and taught and developed as a skill, it may be demystified and staff may feel more confident about "risky" decisions that are taken by others.
It defintely has a stigma attached. That is not to say that all risk is good, but some risk is healthy, dare I say courageous.

Knowledge and systems
I think that a greater understanding is needed on a cultural level. What that looks like within teams I am not entirely sure, but sometimes it looks like decisions are made with little or no thought at all. Some of that could be down to not sharing the thinking behuind the risk.

I think that when trust has already been established, it is easier to be receptive to the decision-maker's choice.
