Gavi Post-transition Support
Board June 2018
Purpose: 1) present the
gaps and opportunities
to sustain and improve programme performance post-transition in Angola , Congo Rep. and Timor Leste

that the Alliance can take

Secretary approach:
a desk review of available documents
Alliance-wide missions in each country with representatives from global, regional and country levels
inclusion of in-country bilateral agencies due to their critical role in the sustainability of the health sector
Angola
:
Challenges: post conflict, high number of under-immunized children.
Opportunity: gov. showed commitment. Negotiated a IBRD loan with WB of $110 m on service delivery and decentralization for maternal and child health improvements

Advocacy and political will
EPI and human resources capacity building by new partnership: Brazil, Angola and Sao Tome tripartie partnership (LNCT); Strategic Training Executive Programmes (STEPS) to train logisticians; LNCT/UNICEF SD peer learning on procurement
Strengthen service delivery: target 18 urban districts 1) co-investing in the WB project 2) cold chain equipment one-off investment in the target districts 3) SMS reminder 4) one-off investment in DHIS2
Timor Leste
Challenge: EPI programme is heavily reliant on partner support; lack of staffing capacity and lack of skilled person; cold chain disfunctioning due to electricity gaps.
Opportunity: Co-financing for Penta, Self procured vaccines for MR campaign, 1000 health workers trained in Cuba.
Gavi Support options
EPI and health worker capacity building: Twin with Sri Lanka for EPI management, add immunization into country's own health training institute, USAID and Australian fund
Catalytic vaccine support: for MR and rota to increase the quality of introduction
Strengthening supply chain: purchase solar cold chain for 75 HFs.
Strengthening governance: co-investment with Australian institutions in strengthening NITAG and NRA.
Action request
:
Approve: the initial approach to post-transition engagement in Angola, Congo Republic and Timor-Leste
Approve: within the overall Partners Engagement Framework an additional amount of US$ 20 million for the engagement of post-transition support for Angola, Congo Republic and Timor-Leste for the period of 2018-2020
Secretariat to present robust individual country plans for those three countries to the PPC at its next meeting.
Approved a budget allocation of up to US$30m for Angola and TL up to 2023
