It is more about the things that the organization does and how it does them. Try to be a link between the desirable and the possible.

Advantages
-The normative planning helps to reduce the uncertainty in the decision making because it acts under preestablished and tested parameters. It follows a formal, articulate and rigorous planning scheme.
– It requires coordinating decisions, thus preventing administrators from acting in an improvised and even arbitrary manner.
– Determines concrete actions to achieve the objectives and goals of both management and other levels in the organizational structure.
– it allows the design of an adequate working environment that contributes to improve performance and, consequently, the elevation of productivity.

-
– Through normative planning, the organization seeks to achieve its general and particular objectives.
– Your projects, programs and plans are designed according to what is desirable.
– It is a way to address the problems, challenges or future changes within the organization by diagnosing the current reality.
– Clearly exposes and highlights the organization's objectives for the benefit of customers or users. This forces the organization as a whole to act in accordance with the objectives and contributes to give more transparency to its work.
Disadvantages
– It is a very rigid planning system, which follows a sequential and direct line towards the objective plotted.
– It tends not to recognize the influence that other external factors have on the administrative process. It does not establish or imagine alternative scenarios to the preconceived, nor does it consider obstacles and other difficulties that could hinder the achievement of the objectives.
-
– At all times the planner has under his control the plan, monopolizing it so that it can become counterproductive.
