legitimacy
The pope refused to grant henry vIII a divorce from fhis first wife , in the eyes of the catholic church, henry's second marriage was not permitted which made elizabeth illegitimate
solution
She chose the country to be protestant which didn't really think about no deforcement so it didn't really impact her that much because the protestants didn't really care about it.
This was a small threat since the country was protestant and the people around her didn't really care about that
council
Problem she had with councilors was if she picked specific councilors the other people could get offended by that

She was choosing her privy council very carefully by keeping the most powerful nobles in the privy council
This was kinda a problem since they could start rebeling against the chosen people and could maybe start a fight in the country
Poverty
Poverty was especially high in the countryside, caused by harvest failures and rising prices.

She passed the Poor Law . A reform of the existing varied practices. Progressive for its time.(however they weren’t that successful.
This was a problem because it could of made the whole country die of starvation and could make rebelion to kill her since she had one of the most money in the country and she couldn't fix the problem
Succession problems
No one knew who’d be the next king/Queen because queen elizabeth didn’t have an heir and she’d lose some of her power to the king.

This was a huge problem since mary queen of scots had a kid , james which could of made her lose her throne to her since she had no heirs
Religion
There was a danger that England would fall into a 'war of religion'. There was brutal conflict between Protestants and Catholics in Europe at the time.
solution
first she tried to promoted Protestantism but allowed for forms of worship which would allow Catholics to compromise. This failed. The Pope excommunicated her in 1570. When Mary Queen of Scots came to England in 1568 there were a number of Catholic plots. The plotters wanted to remove or assassinate Protestant Elizabeth and replace her with Catholic Mary.
This wasn't that big of a problem aswell since she got her way out by saying that anyone can do any type of worshiping in their homes or private areas in their own time which kinda made them less angry against her since she made less problem then they expected
Weak rulers
The monarchs before her were Edward, who was a child, and Mary, whose reign was full of problems.

She developed a strong image, used good advisers and kept Parliament in check.
wasn't that big of a problem since people started liking her cause of what she did and started to respect her however catholics still didn't accept her as one of their own
