THESIS:
The Roman Government formed from a republic into an empire in 27 BCE. From it’s transition from Republic to an Empire, the Roman Government continued to expand by conquering other civilization with the power of their army. However, unlike the republic, the empire implemented a system where the balance of the emperor and the senate was “balanced,” even though the emperor held most of the actual power.
