The different tracks
1° track : traditional state actors (Head of state, ministers, ambassadors)
2° track : non-state actors --> experts, CEOs, important individuals (former UN-Chairman, former Presidents..)
Around the negotiation table
2° the detail stage : most difficult, sensitive, what we do for those who don't respect
3° Diplomatic momentum : how to prevent it to falter : deadlines (self-imposed, external, symbolic --> overlapping)
1° the formula stage : simplicity, comprehensiveness, balance, flexibility --> deductive approach / step-by-step or inductive
Prenegotiations
Who : the members of the Embassies
Purpose : organise the details, prepare the environment, reassure parties
Visibility : out of the public
1° agree on the need to negotiate
all the stakeholders have to have an interest to negotiate, can't force others to negotiate
agree that there is a stalemate, that diplomacy is the best answer --> would be a win-win = the negotiations worth it
2° agree on the agenda
