- - - - The objectives of the process evaluation are to:
      - • consider what planning was undertaken by key partners for the implementation of the Act and whether this was sufficient. This includes planning by Welsh Government, Local Health Boards, Local Authorities, the third sector, the independent sector and other key partners that are considered to be relevant.
      - • assess whether all components of implementation to date have been completed as intended
      - • whether the components of the Act have permeated into practice
      - • assess interpretation of the Act at a national, regional and local level.
      - • consider the experience of those involved in implementation, with particular focus on integration, co-production, leadership, management, interaction, training and provision of services in Welsh.
      - • assess whether there have been any unintended consequences
- - - - • develop a logic model which outlines the intended inputs, activities, outputs and impacts of the legislation.
        • gain an understanding of the policy and operational context within which the Act was developed and is being delivered
    - - • consider and document all components of the legislation. It should outline the impact the legislation aims to have and all of the separate outcomes that lead or contribute to that impact.
      - • set out a logic model to illustrate the expected causal linkages between the Act’s inputs, activities, outputs, outcomes and impact
      - • gain an initial insight into how the Act’s implementation model has been applied
      - • identify, refine and finalise the key areas of consideration and key research questions for the process evaluation and the outcome/impact evaluation.
      - • inform the development of research instruments to be used during subsequent stages of the work.
- - - - • The second report will be a full research report and executive summary, including methodology, research findings and conclusions from the process evaluation (using GSR template and associated guidance).
    - - • The third report will be a full research report and executive summary, including methodology, research findings and conclusions from the impact evaluation and review of the financial implications of the Act (using GSR template and associated guidance).
    - - • The fourth report will be a full research report and executive summary from the full study. This report should outline pull together the findings from the entire evaluation into a comprehensive report (using GSR template and associated guidance). It should also highlight any conclusions or recommendations (section 4.19)
        
        4.19 We anticipate the contractors will develop a full final report which outlines the findings from the full evaluation. This report should identify any lessons learnt in relation to the implementation and impact of the Act and recommend what further improvements and developments are needed. This final report should also make recommendations for future policy developments.
        
        4.20 The evaluation should highlight any key conclusions and/or improvements that could be made as a result of the findings from this research with a particular focus on:
        
        • Whether the Act is meeting its objectives?
        
        • Overall, what difference has the Act made/is it likely to make?
        
        • Any unintended consequences arising from the Act
        
        • What further action, change or development is required?
        
        4.21 The successful contractor will be expected to engage with the stakeholder groups to help to shape and guide the evaluation. This will involve meeting with them at specific key milestones to update them on progress and also seek knowledge and input from the stakeholders to support the delivery of the evaluation.
