History
1947-1969
-
1963 - Split in CPI due to Indo-China war in 1961 -> CPI(Marxist) formed to show support to China.
Charu Majumdar, a CPI(M)-known as "Father of Indian Naxalite Movement" started instigating the poor and farmers in Siliguri to forcefully snatch land from zamindars.
Govt decided to bring in land reforms at state level with the SDM carrying it out with the help of Patwari(who will physically visit the land).
Land measured -> Acquired by invoking Estate Acquisition Act(1953) -> Redistributed by Land Reforms Act(1955).
Land reforms failed miserably in Bihar, Odisha and Bengal
1967- Naxalbari village(Siliguri, WB) - Prominent zamindars killed, land records burnt and land redistributed by a group of CPI(M) members armed with lathis.
Mao praised it and said it is a peal of spring thunder and it will lay down the road of Red Revolution in India.
Charu was criticised and he left the party in 1968

Pre-1947
Mughals never tried to change the ownership of land.
Initially collected land revenue directly later appointed revenue officers.
Revenue agents deprived the mughals of finance after 1707
Britishers made these revenue agents as owners of land - ZAMINDARS after Buxar, which became a loyal class of people to the british.
1947 - Zamindars were economically, socially and politically very powerful

Present Concerns

-
'Policy of Deliberate Ambiguity' is followed by party: No goal clarity, a lot of secrecy in operations, makes difficult for govt to evolve preventive strategy. Motives identified by pattern analysis.
Roads and Schools are destroyed as roads considered as a means of easy deployment of forces and school as temple of caste discrimination
