Bills must be sponsored by a legislative representative. It begins being discussed in subcommittees, then committees, until it reaches either the House or the Senate. If it survives up to this point, it is usually sent back to committees numerous times for revise until both parts of the legislative branch approve it. After being approved of by a Conference Committee, the president can either veto it, in which case it goes back to the legislative branch to perhaps override the veto, signs it, or does numerous sketchy things such as stalling to avoid it getting passed.
