Separate babies and kids out so as to allow other customers/passengers/audience to enjoy a quiet environment
At the moment, only restaurants have tried this no-kid policy, so the main focus of my idea is to bring it on planes, long-haul flights in particular, in order to genuinely achieve a "pleasant journey" for all passengers

Customers need to pay a premium for the no-kid zone/flight, as it is a kind of deluxe enjoyment

carefully do not show the naughty side of kids in the ads, just emphasize how a quiet flight environment could enhance the experience

My personal experience: the situation becomes unbearable under cry and scream and shout for a long time, more frustrating if it's an overnight flight and I just cannot sleep at all

Mitigation 2: offer family-friendly flights that cater for kids, or strategically separate a family-zone from passengers who ask for quietness
E.g. all kids and their parents are seated in the rear part of the plane; the special passengers in the front; passengers with no preference in the middle, so as to fill up the plane
