Structure of Local Government
Level 1 Panchayat
Rural local government is popularly known as
panchayati raj
Each village or group of villages has a
gram panchayat
It has many ward members / panchayat members called
panch
& the president is called
sarpanch
They are directly elected by the people of a ward or village
The panchayat works under the supervision of the
gram sabha
(all adults 18 & above)
All the voters in the village are members of gram sabha
It has to meet twice or thrice a year to review the performance of the gram panchayat & approve the annual budget
Level 2 Panchayat Samiti
A few gram panchayats are grouped together to form
Panchayat Samiti / Block / Mandal
Its members are elected by the panchayat members in that area
All the panchayat samitis in a district form the
zilla (district) parishad
Most of its members are elected.
Members of the Lok Sabha & MLAs of the district & some other officials at the district level are also its members
Zilla Parishad Chairperson
is the political head of the zilla parishad
Municipalities
Local government bodies have been set up in urban areas
Municipalities
have been set up in towns &
Municipal corporation
s have been set up in big cities
Both municipalities & municipal corporations are governed by elected bodies of people's representatives
Municipal Chairperson
is the political head of the municipality
Municipal chairperson, who is the political head of municipal corporation, is called a
Mayor
