• The National Institution for Transforming India (NITI Aayog), was formed via a resolution of the Union Cabinet on January 1, 2015.
• It has emerged as the premier policy ‘Think Tank’ of the Government of India fostering the spirit of cooperative federalism.

Conclusion
Moving beyond cooperative federalism it is now ‘competitive cooperative federalism’ or collabrative federalism
as NITI Aayog puts onus on states to drive transformation in India.
India is facing many challenges in its path to SDGs 2030.
The central government has initiated many mission mode programs viz Smart City, Skill India, Swach Bharat, Housing and Electricity for All etc.
Success of all these depends on active cooperation and healthy competition among states and centre.
NITI Ayog is poised to play the role of catalyst in achieving this cooperation.
Inter State Council

• The council consists of the PM as the Chairman,
CMs of all states and UTs,
and six union cabinet minister including Home Minister nominated by PM.
• Its function is complementary to Supreme Court’sjurisdiction under Art 131 to decide a legal controversy between the governments.
• It is not a permanent constitutional body but it can be established ‘at any time’ if it appears to the President
that the public interests would be served by the establishment of such a council.
• Article 263 It shall be lawful for the President to establish an ISC for inquiring, discussing and advising upon: o disputes which may have arisen between States or union and states

• Further, its secretariat may be shifted from the Union Home Ministry to the Rajya Sabha secretariat so that it would be under the direction of a neutral federal functionary, the vice-president of India rather than home minister
• It should be strengthened as a forum for not just administrative but also political and legislative b/w cetre nad states for eg on subjects that are transfred from state list to concurrent list like education and forest

isc apart from being a body for cooperative federalism is also a constitutional body unlike niti ayog which is executive body. isc mus be strengthened as it make states on a firm footing with union
