Points Based System
Between 2008-2010 we phased in a points base immigration system which limits immigration from outside EEA. It has 5 tiers:
• Tier 1: High value migrants (e.g. investors or exponentially talented) can apply and come to the UK without a job offer

• Tier 5: temporary workers and youth mobility: only if someone is willing to sponsor them or if their country partakes in Youth Mobility Scheme

The migrant Advisory Committee- set up in 2007 is an independent public body made up of migration experts to give government evidence base advice

Empirical Evidence
-Pre 2000 data when immigration was low found no negative effects on wages, employment or unemployment
-Impact of EU8 in the following years had no statistical significance effect on count rate of unemployment
-Although in the main no wage effects are reported there is evidence that it might affect less skilled workers more and depress their wages
-More recent studies have mixed results with no solid conclusion as some report s negative effect and other don’t. The conclusion seems to be that there is no long-term effects of immigration that don’t correct themselves after around 5 years.

-1999-2000 when the government was running a surplus its estimated migrants contributed 10% more than they received (in comparison to UK citizens at 5%)
-EU8 migrants who arrived post 2004 paid over 35% more in taxes than they received (at a time when UK citizens were receiving more than they were giving)

• Proportion of foreign born people in working population doubled from 8% in 1990s to 16% in 2014/15

Low skilled workers do jobs no one else wants esp. care home work which benefits massively from migration

Foreign students are one of best UK exports and kicking them out after they study implies we don’t benefit from their skills
Politics: PBS is centrally planned meaning possible lack of knowledge , special interest groups may be able to benefit more, politicians may use to buy votes even if not good policy
