Why in this way? compared to different delivery model + advantages/drawbacks.

Housing Act 1996 as amended by Homelessness Act 2002 set out clear procedures for housing allocation. Gives reasonable preference to certain groups. Chapter 6 p256 (See also Localism Act 2011 for allocations legislation)

Approach also varies according to local factors as well as other external factors such as changing govermnet policy eg. welfare reform (stronger focus on arrears management and maximising income) and localism. Customer expectations, technology, VFM and efficiency demands etc
