Unable to pay healthcare bills despite receiving Government subsidies and drawing on other means of payments including Medishield Life/Integrated Plans, Medisave and Cash
Application Process
Patient express difficulty at any point and referred to Medical Social Worker (MSW); supply all relevant documents and information; MSW would then assess applications based on household income testing
Fulfil criteria: MSW notify patient and Business Office of coverage and applications are submitted for signature
Fulfil criteria and deserving: MSW recommend assistance. MSW and Business Office prepare Non Straightforward applications to Committee and make decision during their meeting. MSW would then notify patient of outcome: zero/full/partial assistance
All medical bills will be billed to Medifund. Request for funds to be transferred from Hospital Medifund Bank Account to the Hospital Collection Bank Account
Documents to bring: bankbook or bank statements (own or husband); full names and NRIC numbers of all family members; CPF statements (transaction history)/pay slips/IRAS statements of all family members between 21-65 years old
Approval Level
Level1: Pre qualified cases (auto) --> public assistance card; medical fee exemption card; medical fee assistance card; IMH/MOH permanent waiver list [Exemption]
Level2: Straight forward applications (SF) --> recommended % based on household income are the same or lower than eligible % [At MSW level]
Level3: Non straight forward applications (NSF) --> recommended % is greater than eligible % based on household income [Medifund Committee]
Sliver

Apr 2008: rolled out to the rest of the Medifund-approved institutions in the ILTC sector to benefit more elderly patients
Ageing population: MOH decided to carve out a portion of Medifund as Medifund Silver to deliver assistance to needy elderly patients in a more targeted manner
