INDIA- AFGAN
FACTS
-
-
Unique thing about SPA is that it also includes military cooperation along with economic and developmental agenda
Under the SPA, India-Afghanistan Partnership Council was supposed to meet annually. However, After 2012, it met in 2017
-
-
Af is a hotspot of international politics. No major power can remain aloof from Afghanistan and India being third largest economy (PPP based) and second largest military power is no exception to this.
great game in afganistan

-
Afghanistan is trapped in a paradox. Its location puts it at the mercy of several foreign powers, all ofwhom would benefit from seeing Afghanistan stabilize but also stand to lose out if another country dominates

india must be readyy for us restoring to olld ways of geting back to pakistan ,,
however, a positive Indian response would involve three elements - economic, security, diplomatic.
.
its economic diplomacy in Afghanistan to bring immediate benefits to Kabul amidst the deteriorating conditions in the country.
Delhi must step up security cooperation with Afghanistan, especially in the training of its police and armed forces and intelligence sharing
the diplomatic front, India must counter the emerging argument that Trump’s new approach will intensify the “Indo-Pak rivalry” in Afghanistan.
india must also sought to open backdoor diplomacy with taliban. acc. to vivek katju india need ot look like last man standing

kabul peace process
-
however kabul peace process is backed by us, eu,nao india. etc as process is afgan led and afgan owned
-
the processs is also recognition of decline of us hegemony as us policy of obama plus that sought to increase forces in afgan will take a set back

COMMENTS
C Raja Mohan -.
India should continue on its own policy as US cannot remain disengaged from Pak given latter's pivotal position
Views of Vivek Katju -
The new policy is a radical departure in US policy of Af vis-a-vis policies of Bush/Obama. Earlier they were riding on two horses - to go militarily against Taliban and also to seek a pol settlement with Taliban. However, the second horse is gone now. Also, there is change of inner logic. The US has explicitly recognised that the cause of Afghan problem lies on the other side of Durand line.
India should do everything (except military footprint) to strengthen the ANSF so that the return of Taliban could be averted.
India should stop looking at Af through the prism of Pakistan. India should formulate its own Afghan policy without giving consideration to Pakistan’s concern.
However, India should develop its relations with all the power centres and ethnicities in Afghanistan be it Hazaras, Uzbeks, Pashtun, Tajiks and not limit itself with the government.

India should take this change an an opportunity and go for increased engagement in Af and even if required increase its military assistance in Af.
