I have a struggle student in my library class.

Ask my Chinese colleague to tell I'm/her not to disturb in Chinese.
Keep a record & share this information with my co-worker.
If he/she does NOT show his/her issues in the class....
Keep observing this student. If necessary, keep a record.
Consult with his/her home room teacher and special education teacher. Make sure I show them my record.

: If it is necessary, I ask SET to observe the students in my library class.
Have a meeting with library team and talk about this students. (e.g. What can we do with this student? / Create lesson plans with librarians..etc)

It sounds really boring, but kids loves to do this . Because they believe that this is a part of librarian's job and he/she actually helps me. They are really proud of helping librarians.

His/her partner can help work to gather and keep his/her focus span.
Keep paying attention to his/her behavior and keep a record.
Parents
: Based on my record, I'll write a note to his/her parents about the issues. Usually, home room teacher helps me send a message by e-mail. Since my school is big (500 students in KG-G2), I can not have parent's contact.

: I ask his /her homeroom teacher if I can observe one of the regular classes in his/her classroom.

: I ask other specialists such as PE teachers, Music teachers, and Art teachers.

: If it is necessary, I ask the teacher to observe the students in my library class.

This student always forgets library routine. (such as where he/she return their books, Need to ask librarian when he/she needs to go to the bathroom....ect)
