The Submitter will be able view and reply to Activity comment threads

Bubble count will show open Threads and not total comment count.
The a grey bubble with no count means that all of the threads have been resolved.

In Post Conduct Review - the page must restrict Reviewer privileges so the user can only act as a Submitter
No Resolve functionality in Post Conduct Review
Slight confusion around this area as there is no restriction on the document roles a user can have. According to David this is an unlikely real life scenario, but is still possible.
Why this causes a problem?
A submitter can only reply to comments and cannot resolve. BUT if the user is also a Reviewer should they be able to resolve?
If a Reviewer accesses Post Conduct Review - Should he be able to Resolve comments in this view?
Unlikely but possible. Reviewers "should" be resolving issues in "Review Report" page.
