        Can't make any changes to the law and parliament might not even look at their reccommendations

        A mandatory requirement has not been followed
        
        eg Aylesbury Mushroom Case:
        Mushroom owners not consulted (as it said in the Enabling Act), so they didn't have to follow the law
      - Substantive Ultra Vires
        
        Acted outside of the scope, range and power of the enabling act with no authority to do so
      - Unreasonable Ultra Vires
        
        A decision that nobody could have reasonably come to
