The major regulatory change that resulted in the EU as a result of the "Pretty Nasty" report is a new amendment was passed that banned animal testing of cosmetics and banned chemicals that were known or highly suspected of causing cancer, birth defects and genetic mutations. I believe the CIR is a flawed organization because it is funded by the cosmetic industry. Proper people are not involved on the CIR panel. Cant have dermatologists determine if a chemical is safe or not because they do not specialize in chemicals in cosmetics they focus on the skin and the risk of each chemical. CTFA is more concerned with fighting stricter regulations FDA is setting than making sure products are safe. They seem more concerned with now European ban of these chemicals and how it is effecting the cosmetic industry (Source Malkan, Not Just a Pretty Face pg 48-49),
There are companies that sell greener products , some include Aesop in Boston, Bite beauty (sold at Sephora) claims you can actually "bite" the lipstick because of the greener products they use and bluemercury (source unsure yelp))
