Consensus Governance With Large Groups
Discussion Groups

Purpose: Provide a basic support group for community members and a collaborative platform for initial discussion of issues affecting the Community

Number of Discussion Groups =
Community members wanting to participate/ Desired group size
(Group sizes minimized to facilitate shorter meetings and avoid teaming)
Members rotate through random selection every 6 months or whenever 10% or more of the Community desires it. Members can also change groups if the following requirements are satisfied:
1) The process doesn’t create any groups with a size difference greater than 1 with any other group - so all groups remain close to the same size
2) Doesn’t put people in relationships together - so it maintains group-input diversity and reduces people in relationships from teaming up on issues; and
3) In the case of a “swap”, there must be a consensus by both groups

Approval Groups

The representation and leadership rotates at the will of the Discussion Group member so that no one is ever elected a leader and no one has long-term control of power

Purpose: Make final decisions on major directional and policy issues after consensus moves the idea to this group from the Focus Group level

Administrative Group

Purpose: Coordinates the implementation of plans and activities approved by the Focus Groups, and pass budgets and delegate who or what group will manage the different budgets
The representation and leadership rotates at the will of the Focus Group members so that no one is ever elected a leader and no one has long-term control of power
Focus Groups
One member with best understanding of the breadth of knowledge from each of the 12 Community functional operations categories makes up the Administrative Group

Each Focus Group is composed of the Community members with greatest expertise in 1 of the 12 foundational aspect being addressed by that Group

Number of Focus Groups =

(Group sizes maximized (targeting 10-12 members per group), so there are more “brains in the game”)
There are a maximum of 12 primary operational categories and unlimited number of subcategories when needed to provide all Community members a seat.

Purpose: Make up the entire working structure of the Community to implement the vision and direction of the Discussion Groups

Members rotate on a set schedule or whenever 10% or more of the Community desires it, whichever comes first. Members can also change groups if a position is open or two groups agree to a swap

Each group decides the frequency of meetings, but should meet a minimum of once a month

If there is near consensus, with just 1 or 2 people blocking the decision, then a 2-step emergency procedure may be used
